Leaving the political issue aside, isn't this just terribly inefficient? It just seems that the fragmented schedules and high employee turnover rates would kill any sort of workplace culture and make training costs a nightmare. Not the best thing for employee productivity. Is this just a business culture thing, or does it really save money?
